This proposal is my first work product. There is no client for this proposal, however I believe this would be a great opportunity for Oregon if all (or part) of it was adopted. The core of the proposal is to create a state wealth fund using the personal income tax kicker as its backbone, and the formation of a state bank to oversee the management of this fund. It also includes multiple options for novel revenue streams, including data centers’ energy use, and the option to return the kicker to the taxpayers as a municipal bond – thereby allowing the state to have its cake and eat it too.
